Democracy does not guarantee that people will live better. But it reduces the risk that, under autocracy, they will suffer arbitrary rule by corrupt rulers who violate their rights, without the possibility of a peaceful change of power. Why and how did Russia move from a communist regime to a new personalist authoritarianism over the past three decades? Post-communist Russia failed to cope with the dilemma of simultaneity – the need to simultaneously solve the problems of democratization, carry out market reforms and change the national-state structure of the country. The low involvement of citizens in politics helped Russian political actors build an authoritarian regime and concentrate power in their hands. Will our country be able to overcome these trends and embark on the path of developing political and civil liberties, or will this path be closed to it for decades to come?
