How did Western European and North American states ultimately abandon the ideal of ethnocultural homogeneity in favor of multiculturalism, only to return to the idea of national consolidation? Why, despite the discrediting of racist ideology in the 20th century, are parties and movements with a racist agenda gaining popularity in the 21st century? How can we explain the routine repetition of ethnic cleansing in different parts of the world, regardless of the nature of the political regime?

In his book, Vladimir Malakhov attempts to answer these questions by analyzing changes in the public sphere in recent decades and their causation by migration processes. The author examines politicians' use of ethnic, religious, and cultural differences and addresses the key agents of social and political action behind various discursive constructs.

Vladimir Malakhov is a Doctor of Political Science, a Candidate of Philosophy, Director of the Center for Theoretical and Applied Political Science at the Institute of Social Sciences of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), and a professor at the Moscow School of Social and Economic Sciences (Shaninka).
